Citizens & Public Participation
Meaningful public participation is a constitutional right and a critical pillar of democracy. We equip communities to claim it.
In Kenya, the participation of the people is a national value written into the Constitution, and counties are required to involve citizens in the decisions that shape their lives.
Yet in practice, many citizens — especially women and youth — are shut out of the forums where roads, water, health, and school budgets are actually decided. We strengthen civic engagement and public participation by equipping communities with the knowledge, skills, and platforms to take part.
Participation is not a favour granted to citizens. It is their right — and a habit communities can build.
From rights on paper to a seat at the table
We walk communities through every step, so participation becomes a practice rather than a one-off event.
Know your rights
Civic education on the Constitution, devolution, and how county decisions are actually made.
Reach the table
Access to public participation forums, budget hearings, and decision-making spaces.
Make voices count
Submitting views, speaking in forums, and shaping policy and budget priorities.
Hold leaders to account
Tracking budgets and following up on commitments — between elections, not just during them.
Turning citizens into participants
Equipping citizens with knowledge
We equip citizens with knowledge of their rights, the law, and the institutions that affect their lives. Informed citizens participate with confidence — and demand more from the spaces they enter.
Participation in policy and budget processes
We support communities to take part in county policy formulation and budget-making — the forums where decisions about roads, water, health, and schools are made. By amplifying citizen voices, we contribute to inclusive and responsive governance.
Following the money
Budgets are where promises become real or quietly disappear. Through County Budget Tracking Systems and budget advocacy, we translate technical budget documents into citizen-accessible information — so communities can follow the money and hold leaders accountable for what was promised.
Community dialogue with duty bearers
We bring residents and duty bearers into the same room, turning one-way announcements into genuine two-way accountability. We pay particular attention to women and youth, who are too often absent from these conversations.
We work to ensure governance systems serve people — not the other way around.
What participation changes
When citizens take part, governance starts to reflect the people it is meant to serve.
Priorities reflected
Decisions reflect real community needs, not assumptions.
Resources follow need
Public money is directed where it is actually required.
Accountability between elections
Leaders are held to account year-round, not only at the ballot.
Trust restored
Confidence between citizens and institutions grows.
